8005915: Unify SERIALGC and INCLUDE_ALTERNATE_GCS

Browse source 
Rename INCLUDE_ALTERNATE_GCS to INCLUDE_ALL_GCS and replace SERIALGC with INCLUDE_ALL_GCS.
