8197235: src/hotspot/share/jvmci/jvmciCompilerToVM.cpp takes 4 minutes to compile on windows
Moved most expensive methods to new file jvmciCompilerToVMInit.cpp and switch off C++ compiler optimization for it on Windows and Solaris Reviewed-by: erikj, ihse, dnsimon
