: Update new build-infra makefiles
Build-infra project integration. Multiple authors on this work: erikj and ihse primarily, also changes from ohair, tbell, and dholmes. Special credit to ohstrom for his smartjavac work. Reviewed-by: erikj, ihse, dholmes, tbell
