build: bump supported macOS and Xcode versions

- Bump macOS deployment target to 11.0
- Bump Xcode to 13

This is to ensure some level of support for C++20 features.
macOS 10.15 is no longer supported by Apple since September 2022.
Xcode 13 is the most recent version that can run on macOS 11, which
is the version we currently use to build releases.
