This test has at least once locally received `EMFILE` rather
than `ENOSPC`, which also seems to provide a reasonable error
message (which is what the test ultimately checks).

In test-http2-timeout-large-write.js and
test-http2-timeout-large-write-file.js:
Use assert.ok() on a boolean that the test itself creates and sets,
rather than assert.strictEqual(). This allows us to use a static message
without running afoul of the upcoming "do not use string literals with
assert.strictEqual()" lint rule.

Remove an unecessary string literal from assert.strictEqual() call in
test-inspector.js. The string literal is printed instead of the value
that causes an error. Removing the string literal allows the value that
caused the error to be printed. This improves the troubleshooting
experience when the test fails due to that assertion.

1) This adds a better error logging so we are able to address further
failures easier.
2) It adds a extra epsilon so the test runs into less issues in case
the machine is under heavy load.
3) The epsilon in increased if the CPU is under heavy load.
4) The total startup epsilon was reduced due to recent startup time
improvements.

There is no guarantee that a timeout won't be delayed considerably due
to unrelated activity on the host. Instead of checking that the timeout
happens within a certain tolerance, simply check that it did not happen
too soon.

mostly removed from our code base. There are still some places it was
left in old benchmarks and tests.

This commit removes `common.crashOnUnhandledRejection()` and adds
`common.disableCrashOnUnhandledRejection()`.
To reduce the risk of mistakes and make writing tests that involve
promises simpler, always install the unhandledRejection hook in tests
and provide a way to disable it for the rare cases where it's needed.

When there are three arguments in strictEqual() call and
AssertionError exists, the previous two values are not printed.
This improves debugging messages visibility
when there is a fail.
The messages were removed where the instruction
is self-explanatory.

The regression that test-fs-watch-file-enoent-after-deletion was written
to test for involves whether or not the callback runs or not. Checking
what the file watcher reports unfortunately is subject to race
conditions on Windows (and possibly elsewhere) because the file watcher
returns control to the event loop before it may be receiving data from
the OS. So remove those assertions. The test still checks what it is
supposed to check, but is no longer subject to race conditions.

Refactor Timers to behave more similarly to Immediates by having
a single uv_timer_t handle which is stored on the Environment.
No longer expose timers in a public binding and instead make
it part of the internalBinding.

The test is timing out on FreeBSD 10 in CI. It takes less than half as
long to run when it is in sequential on that platform instead of
parallel.

This was added in 3217e8e66f as
a regression test for a security patch. We moved it to
`sequential` to lower the risk of creating a flaky test,
because an earlier version of it was failing one some platforms.
There is no known reason why te test should be flaky in this form,
though, and moving it to parallel would be good because it does take
around 3 seconds that would otherwise fully count towards the
test run time.
