cli: add NODE_USE_SYSTEM_CA=1 
Similar to how NODE_USE_ENV_PROXY complements --use-env-proxy, this
complements --use-system-ca. This will allow the setting to be
applied to workers individually in the future.

src: add percentage support to --max-old-space-size 
This commit adds support for specifying --max-old-space-size as a
percentage of system memory, in addition to the existing MB format.
A new HandleMaxOldSpaceSizePercentage method parses percentage values,
validates that they are within the 0-100% range, and provides clear
error messages for invalid input. The heap size is now calculated
based on available system memory when a percentage is used.

Test coverage has been added for both valid and invalid cases.
Documentation and the JSON schema for CLI options have been updated
with examples for both formats.

permission: propagate permission model flags on spawn 
Previously, only child_process.fork propagated the exec
arguments (execvArgs) to the child process.
This commit adds support for spawn and spawnSync to
propagate permission model flags — except when they are
already provided explicitly via arguments or through
NODE_OPTIONS.

http: support http proxy for fetch under NODE_USE_ENV_PROXY 
When enabled, Node.js parses the `HTTP_PROXY`, `HTTPS_PROXY` and
`NO_PROXY` environment variables during startup, and tunnels requests
over the specified proxy.

This currently only affects requests sent over `fetch()`. Support for
other built-in `http` and `https` methods is under way.

crypto: support --use-system-ca on non-Windows and non-macOS 
On other platforms, load from the OpenSSL default certificate
file and diretory.
This is different from --use-openssl-ca in that it caches
the certificates on first load, instead of always reading
from disk every time a new root store is needed.

When used together with the statically-linked OpenSSL, the
default configuration usually leads to this behavior:

- If SSL_CERT_FILE is used, load from SSL_CERT_FILE. Otherwise
  load from /etc/ssl/cert.pem
- If SSL_CERT_DIR is used, load from all the files under
  SSL_CERT_DIR. Otherwise, load from all the files under
  /etc/ssl/certs
