Previously we cache the time origin for the milestones in the user
land, and refresh it at pre-execution. As result the time origin
gets serialized into the snapshot and is therefore not deterministic.
Now we store it in the milestone array as an internal value and
reset the milestones at serialization time instead of
deserialization time. This improves the determinism of the snapshot.
Drive-by: remove the unused MarkMilestone() binding.

This patch makes the binding templates ObjectTemplates, since we
don't actually need the constructor function. This also avoids
setting the properties on prototype, and instead initializes them
directly on the object template.
Previously the initialization was similar to:
```
function Binding() {}
Binding.prototype.property = ...;
module.exports = new Binding;
```
Now it's similar to:
```
module.exports = { property: ... };
```

This is the initial work to bootstrap Web interfaces that are defined
with extended attributes `[Exposed=*]`.
The ShadowRealm instances are garbage-collected once it is
unreachable. However, V8 can not infer the reference cycles between
the per-realm strong persistent function handles and the realm's
context handle. To allow the context to be gc-ed once it is not
reachable, the per-realm persistent handles are attached to the
context's global object and the persistent handles are set as weak.

Drive-by: Replace the SFINAE with a static_assert because we don't

This patch:
- Make NativeModuleLoader::LookupAndCompile() detect parameters based
on module IDs. This allows us to compile more builtins when
generating the embedded bootstrap, including
- internal/per_context/*
- internal/bootstrap/*
- internal/main/*
- Move pre_execution.js to lib/internal/process as it needs to be
compiled as a regular built-in module, unlike other scripts
in lib/internal/bootstrap
- Move markBootstrapComplete() to the performance binding instead of
making it a function-wrapper-based global to reduce number of
special cases.

* Update the user timing implementation to conform to
User Timing Level 3.
* Reimplement user timing and timerify with pure JavaScript
implementations
* Simplify the C++ implementation for gc and http2 perf
* Runtime deprecate additional perf entry properties
in favor of the standard detail argument
* Disable the `buffered` option on PerformanceObserver,
all entries are queued and dispatched on setImmediate.
Only entries with active observers are buffered.
* This does remove the user timing and timerify
trace events. Because the trace_events are still
considered experimental, those can be removed without
a deprecation cycle. They are removed to improve
performance and reduce complexity.

Adds a new `perf_hooks.createHistogram()` API for creating histogram
instances that allow user recording.
Makes Histogram instances cloneable via MessagePort. This allows, for
instance, an event loop delay monitor to be running on the main thread
while the histogram data can be monitored actively from a worker thread.

It's desirable to retain async_contexts active at callsites of
perf_hooks.performance.mark() and alike in the subsequent
PerformanceObserver invocations such that the latter can access e.g.
associated AsyncLocalStorage instances.
In working towards this goal replace the node::MakeCallback(...,
async_context{0, 0}) in PerformanceEntry::doNotify() by the new
node::MakeSyncCallback() introduced specifically for this purpose.
This change will retain the original async_context, if any, in
perf_hook's observersCallback() and thus, for the subsequent doNotify()
on unbuffered PerformanceObservers.

Use uv_metrics_idle_time() to return a high resolution millisecond timer
of the amount of time the event loop has been idle since it was
initialized.
Include performance.eventLoopUtilization() API to handle the math of
calculating the idle and active times. This has been added to prevent
accidental miscalculations of the event loop utilization. Such as not
taking into consideration offsetting nodeTiming.loopStart or timing
differences when being called from a Worker thread.

Modify the native `SetImmediate()` functions to take generic C++
callables as arguments. This makes passing arguments to the callback
easier, and in particular, it allows passing `std::unique_ptr`s
directly, which in turn makes sure that the data they point to is
deleted if the `Environment` is torn down before the callback can run.

FromJust() is often used not for its return value, but for its
side-effects. In these cases, Check() exists, and is more clear as to
the intent. From its comment:
To be used, where the actual value of the Maybe is not needed, like

This patch moves the serialization of coverage profiles into
C++. With this we no longer need to patch `process.reallyExit`
and hook into the exit events, but instead hook into relevant
places in C++ which are safe from user manipulation. This also
makes the code easier to reuse for other types of profiles.

This patch joins `per_process::prog_start_time` (a double)
and `performance::performance_node_start` (a uint64_t) into a
`per_process::node_start_time` (a uint64_t) which gets initialized
in `node::Start()`.
