5335c101a9 fs: port SonicBoom module to fs module as Utf8Stream 
As a first step to porting portions of the pino structured
logger into the runtime, this commit ports the SonicBoom
module to the fs module as Utf8Stream.

This is a faithful port of the SonicBoom module with some
modern updates, such as converting to a Class and using
Symbol.dispose. The bulk of the implementation is unchanged
from the original.

2bb7667475 fs: move FileHandle close on GC to EOL 
Automatically closing a FileHandle on garbage collection
has been deprecated for some time now. We've said that
it will eventually be removed and become and error.

3f81645f8c fs: add autoClose option to FileHandle readableWebStream 
By default, the `readableWebStream` method of `FileHandle` returns
a ReadableStream that, when finished, does not close the underlying
FileHandle. This can lead to issues if the stream is consumed
without having a reference to the FileHandle to close after use.
This commit adds an `autoClose` option to the `readableWebStream`
method, which, when set to `true`, will automatically close the
FileHandle when the stream is finished or canceled.

The test modified in this commit demonstrates one of the cases where
this is necessary in that the stream is consumed by separate code than
the FileHandle which was being left to close the underlying fd when
it is garbage collected, which is a deprecated behavior.

fs: make FileHandle.readableWebStream always create byte streams 
The original implementation of the experimental
`FileHandle.readableWebStream` API created non-`type: 'bytes'` streams,
which prevented callers from creating `mode: 'byob'` readers from the
returned stream, which means they could not achieve the associated
"zero-copy" performance characteristics.

Then, #46933 added a parameter allowing callers to pass the `type`
parameter down to the ReadableStream constructor, exposing the same
semantics to callers of `FileHandle.readableWebStream`.

But there is no point to giving callers this choice: FileHandle-derived
streams are by their very nature byte streams. We should not require
callers to explicitly opt in to having byte stream semantics. Moreover,
I do not see a situation in which callers would ever want to have a
non-bytes stream: bytes-streams only do anything differently than normal
ones if `mode: 'byob'` is passed to `getReader`.

So, remove the `options` parameter and always create a ReadableStream
with `type: 'bytes'`.

Fixes #54041.
