Partition test/addons-napi into test/js-native-api and test/node-api to
isolate the Node.js-agnostic portion of the N-API tests from the
Node.js-specific portion.

The API is required that `byte_length + byte_offset` is less than or
equal to the size in bytes of the array passed in. If not, a RangeError
exception is raised[1].

As per discussion in abi-stable-node:

take a refactor to napi_addon_register_func such that
the result from the register function is assigned to
the module exports property. By making this change,
native module can be agnostic about which type of
module the environment supports.

Currently the nm_modname does not match the file name of the resulting
module. In fact, the nm_modname is pretty arbitrary. This seeks to
introduce some consistency into the nm_modname property by having the
name of the module appear in exactly one place: the "target_name"
property of the gyp target that builds the module.

Basic support for Dataview is added in this commit. This is achieved
by using three functions, napi_create_dataview(), napi_is_dataview()
and napi_get_dataview_info().
