Remove outdated Zend/zend_istdiostream.h file (#13765)

Browse source 
This removes the unused and obsolete Zend/zend_istdiostream.h header and
symbols on Windows:
- HAVE_STDIOSTR_H
- HAVE_CLASS_ISTDIOSTREAM
- istdiostream
