e4e26f2428 Remove RAND_RANGE() macro 
The behavior of RANGE_RANGE() is 7.1 changed completely, from
rescaling an already generated number to generating a number
itself. Because of this str_shuffle() ended up generating two
random numbers on every iteration.

To avoid further misuse the function is dropped entirely. Extensions
for PHP >= 7.1 should directly call php_mt_rand_range().

c698299550 Interned strings unification for TS/NTS 
Hereby, interned strings are supported in thread safe PHP. The patch
implements two types of interned strings

- interning per process, strings are not freed till process end
- interning per request, strings are freed at request end

There is no runtime interning.

With Opcache, all the permanent iterned strings are copied into SHM on
startup, additional copying into SHM might happen on demand.

2104bea5d7 Remove Netware support 
If this does not break the Unix system somehow, I'll be amazed. This should get most of it out, apologies for any errors this may cause on non-Windows ends which I cannot test atm.

ae3b2078ea Fix #72823: strtr out-of-bound access 
If php_strtr_array_prepare_repls() reports pattern_len == 0, we return
early to avoid OOB accesses, and because there is nothing to replace anyway.
