This creates a single M4 macro PHP_CHECK_BUILTIN and removes other
PHP_CHECK_BUILTIN_* macros. Checks are wrapped in AC_CACHE_CHECK and
PHP_HAVE_BUILTIN_* CPP macro definitions are defined to 1 if builtin
is found and undefined if not.
This also changes all PHP_HAVE_BUILTIN_ symbols to be either undefined
or defined (to value 1) and syncs all #if/ifdef/defined usages of them
in the php-src code. This way it is simpler to use them because they
don't need to be defined to value 0 on Windows, for example. This is
done as previous usages in php-src were mixed and on many places they
were only checked with ifdef.
* Autotools: Refactor AVX-512 checks
- CS synced
- checks wrapped in AC_CACHE_CHECK
- CPP macros PHP_HAVE_AVX512_SUPPORTS and PHP_HAVE_AVX512_VBMI_SUPPORTS
are now either defined to 1 or undefined to avoid manual defining on
Windows (previously they should be either 0 or 1)

Once code is emitted to JIT buffer, hint the hardware to
demote the corresponding cache lines to more distant level
so other CPUs can access them more quickly.
This gets nearly 1% performance gain on our workload.

1. Implementation based on https://github.com/WojciechMula/base64simd
2. Only runtime path is added to reduce the complexity of SIMD variants.
3. Expand test case to cover SIMD implementation.

The use of no-sanitize may result in an inlining failure, which
will be promoted into a compile error by always-inline. Use a
normal inlining hint without enforcing it.

Closes GH-6018
Just marking them as no_sanitize("memory") is unforunately not
sufficient, as the function still gets instrumented -- the attribute
only disables reporting.
Signed shift of 31 for int and 63 for long is flagged as undefined
behavior by UBSan (-fsanitize=undefined) and seems to be indeed so
according to the standard.
The patch converts such cases to use unsigned.

This patch follows previous license year ranges updates. With new
approach source code files now have simplified headers with license
information without year ranges.
This patch removes the so called local variables defined per
file basis for certain editors to properly show tab width, and
similar settings. These are mainly used by Vim and Emacs editors
yet with recent changes the once working definitions don't work
anymore in Vim without custom plugins or additional configuration.
Neither are these settings synced across the PHP code base.
A simpler and better approach is EditorConfig and fixing code
using some code style fixing tools in the future instead.
This patch also removes the so called modelines for Vim. Modelines
allow Vim editor specifically to set some editor configuration such as
syntax highlighting, indentation style and tab width to be set in the
first line or the last 5 lines per file basis. Since the php test
files have syntax highlighting already set in most editors properly and
EditorConfig takes care of the indentation settings, this patch removes
these as well for the Vim 6.0 and newer versions.
With the removal of local variables for certain editors such as
Emacs and Vim, the footer is also probably not needed anymore when
creating extensions using ext_skel.php script.
Additionally, Vim modelines for setting php syntax and some editor
settings has been removed from some *.phpt files. All these are
mostly not relevant for phpt files neither work properly in the
middle of the file.
