We must use `mpz_fits_si_p()` instead of `mpz_fits_slong_p()` since the
latter is not suitable for LLP64 data models.
libgmp, however, does not define `mpz_fits_si_p()` (which is an mpir
addition), so we use `mpz_fits_slong_p()` there which should be fine.

We need not only to avoid the signed overflow while calculating
`bits_per_word` (reported issue), but also the unsigned overflow when
calculating `count`. While the former has a fixed threshold, the
latter does not, since it also depends on the size in base 2. Thus we
use a somewhat unconventional error message.

This fixes out of tree builds by ensuring that configure artifacts are included
from the build dir.
Before, out of tree builds would preferably include files from the src dir, as
the include path was defined as follows (ignoring includes from ext/ and sapi/) :

* Fix extension include path for out of tree builds
* Include config.h with the brackets form
`#include "config.h"` searches in the directory containing the including-file
before any other include path. This can include the wrong config.h when building
out of tree and a config.h exists in the source tree.
Using `#include <config.h>` uses exclusively the include path, and gives
priority to the build dir.
This allows consumers of just the CSPRNG to include a much smaller header. It
also allows to verify at a glance whether a source file might use non-secure
randomness.
This commit includes the new header wherever the CSPRNG is used, possibly
replacing the inclusion of php_random.h if nothing else is used, but also
includes it in the main php_random.h header for compatibility.

`zend_uchar` suggests that the value is an ASCII character, but here,
it's about very small integers. This is misleading, so let's use a
C99 integer instead.
On all architectures currently supported by PHP, `zend_uchar` and
`uint8_t` are identical. This change is only about code readability.

This reverts commit 94ee4f9834.
The commit was a bit too late to be included in PHP 8.2 RC1. Given it's a massive ABI break, we decide to postpone the change to PHP 8.3.
GMP directly implements internal serialize/unserialize handlers
rather than going through the Serializable interface, so it ended
up being missed when adding the new __serialize()/__unserialize()
methods to other classes.
The serialization format is similar to before, but uses hex instead
of decimal encoding and omits the members if not used (which should
be almost always).
1. Update: http://www.php.net/license/3_01.txt to https, as there is anyway server header "Location:" to https.
2. Update few license 3.0 to 3.01 as 3.0 states "php 5.1.1, 4.1.1, and earlier".
