Add request_parse_body() function

This function allows populating the $_POST and $_FILES globals for non-post
requests. This avoids manual parsing of RFC1867 requests.

Reduce memory allocated by var_export, json_encode, serialize, and other (#8902)
smart_str uses an over-allocated string to optimize for append operations. Functions that use smart_str tend to return the over-allocated string directly. This results in unnecessary memory usage, especially for small strings.

The overhead can be up to 231 bytes for strings smaller than that, and 4095 for other strings. This can be avoided for strings smaller than `4096 - zend_string header size - 1` by reallocating the string.

This change introduces `smart_str_trim_to_size()`, and calls it in `smart_str_extract()`. Functions that use `smart_str` are updated to use `smart_str_extract()`.

Update http->https in license (#6945)
1. Update: http://www.php.net/license/3_01.txt to https, as there is anyway server header "Location:" to https.
2. Update few license 3.0 to 3.01 as 3.0 states "php 5.1.1, 4.1.1, and earlier".
3. In some license comments is "at through the world-wide-web" while most is without "at", so deleted.

3e01f5afb1 Replace zend_bool uses with bool
We're starting to see a mix between uses of zend_bool and bool.
Replace all usages with the standard bool type everywhere.

Of course, zend_bool is retained as an alias.

e547ea43c1 http_build_query() cannot fail
Assert that ht is not null and make php_url_encode_hash_ex() return
void to clarify that this is an infallible function.

da0663a337 Add GC_TRY_ADDREF macro
That adds a ref if not immutable. Also audit uses of GC_IMMUTABLE
to either use GC_TRY_ADDREF or GC_TRY_PROTECT_RECURSION.

92ac598aab Remove local variables
This patch removes the so called local variables defined per
file basis for certain editors to properly show tab width, and
similar settings. These are mainly used by Vim and Emacs editors
yet with recent changes the once working definitions don't work
anymore in Vim without custom plugins or additional configuration.
Neither are these settings synced across the PHP code base.

A simpler and better approach is EditorConfig and fixing code
using some code style fixing tools in the future instead.

This patch also removes the so called modelines for Vim. Modelines
allow Vim editor specifically to set some editor configuration such as
syntax highlighting, indentation style and tab width to be set in the
first line or the last 5 lines per file basis. Since the php test
files have syntax highlighting already set in most editors properly and
EditorConfig takes care of the indentation settings, this patch removes
these as well for the Vim 6.0 and newer versions.

With the removal of local variables for certain editors such as
Emacs and Vim, the footer is also probably not needed anymore when
creating extensions using ext_skel.php script.

Additionally, Vim modelines for setting php syntax and some editor
settings has been removed from some *.phpt files.  All these are
mostly not relevant for phpt files neither work properly in the
middle of the file.

149e6aaa99 Fix accessibility checks for dynamic properties
A dynamic property may be shadowed by a private/protected property.
Make sure we check property accessibility for non-indirect
properties as well.

This patch adds missing newlines, trims multiple redundant final
newlines into a single one, and trims redundant leading newlines.

According to POSIX, a line is a sequence of zero or more non-' <newline>'
characters plus a terminating '<newline>' character. [1] Files should
normally have at least one final newline character.

C89 [2] and later standards [3] mention a final newline:
"A source file that is not empty shall end in a new-line character,
which shall not be immediately preceded by a backslash character."

Although it is not mandatory for all files to have a final newline
fixed, a more consistent and homogeneous approach brings less of commit
differences issues and a better development experience in certain text
editors and IDEs.

4ca5b35771 Use ARRAY_OR_OBJECT arg in http_build_query
Instead of checking the type manually. Peculiarily the zpp
message does not use "array or object", but that's a general issue.
And I guess it's good that object support is not being advertised.

8d3f8ca12a Remove unused Git attributes ident
The $Id$ keywords were used in Subversion where they can be substituted
with filename, last revision number change, last changed date, and last
user who changed it.

In Git this functionality is different and can be done with Git attribute
ident. These need to be defined manually for each file in the
.gitattributes file and are afterwards replaced with 40-character
hexadecimal blob object name which is based only on the particular file
contents.

This patch simplifies handling of $Id$ keywords by removing them since
they are not used anymore.

5d3cf577aa Make convert_to_* safe with rc>1
This only involves switching zval_dtor to zval_ptr_dtor for arrays
and making the convert_to_object for arrays a bit more generic.

All the other changes outside zend_operators.c just make use of
this new ability (use COPY instead of DUP).

What's still missing: Proper references handling. I've seen many
convert_to* calls that will break when a reference is used.

Also fixes bug #69788.
