This was asked to be checked in https://github.com/php/php-src/pull/17472#issuecomment-2591325036

There are 2 issues:
1) The UB in the if can overflow, and can be fixed by using zend_ulong
   for the sum/sub.
2) fast_long_sub_function() has a problem when result aliases.
   This is fixed in the same way as fast_long_add_function() works.

Closes GH-17666.

Use built-ins for addition and subtraction on Windows (GH-17472)
For Clang, we just need to define the respective macros, since these
built-ins are available in all supported Clang versions (>= 4.0.0,
currently)[1].

For MSVC (and possibly other compilers) we use the respective APIs of
intsafe.h[2] which are available as of Windows 7/Server 2008 R2.

This avoids the UB due to signed integer overflow that may happen with
our fallback implementations.

We also drop the superfluous SHORT_MAX definition from pdo_firebird.
This shouldn't be defined unconditionally, but since it is apparently
unused, we remove it altogether.

Autotools: Refactor builtin checks (#14835)
This creates a single M4 macro PHP_CHECK_BUILTIN and removes other
PHP_CHECK_BUILTIN_* macros. Checks are wrapped in AC_CACHE_CHECK and
PHP_HAVE_BUILTIN_* CPP macro definitions are defined to 1 if builtin
is found and undefined if not.

This also changes all PHP_HAVE_BUILTIN_ symbols to be either undefined
or defined (to value 1) and syncs all #if/ifdef/defined usages of them
in the php-src code. This way it is simpler to use them because they
don't need to be defined to value 0 on Windows, for example. This is
done as previous usages in php-src were mixed and on many places they
were only checked with ifdef.

refactor: change zend_is_true to return bool (#14301)
Previously this returned `int`. Many functions actually take advantage
of the fact this returns exactly 0 or 1. For instance,
`main/streams/xp_socket.c` does:

    sockopts |= STREAM_SOCKOP_IPV6_V6ONLY_ENABLED * zend_is_true(tmpzval);

And `Zend/zend_compile.c` does:

    child = &ast->child[2 - zend_is_true(zend_ast_get_zval(ast->child[0]))];

I changed a few places trivially from `int` to `bool`, but there are
still many places such as the object handlers which return `int` that
should eventually be `bool`.

Use a single version of mempcpy(3) (#12257)
While __php_mempcpy is only used by ext/standard/crypt_sha*, the
mempcpy "pattern" is used everywhere.

This commit removes __php_mempcpy, adds zend_mempcpy and transforms
open-coded parts into function calls.

zend_compiler, ...: use uint8_t instead of zend_uchar (#10621)
`zend_uchar` suggests that the value is an ASCII character, but here,
it's about very small integers.  This is misleading, so let's use a
C99 integer instead.

On all architectures currently supported by PHP, `zend_uchar` and
`uint8_t` are identical.  This change is only about code readability.

Zend/zend_types.h: move zend_result to separate header (#10609)
Many sources need just `zend_result`, and with this new header, they
only need to include `zend_result.h` instead of `zend_types.h`; the
latter is large and has fat dependencies, which slows down the build.

Convert some macros to zend_always_inline functions (#8288)
This doesn't have an effect really, but humans and IDEs can struggle to see through the macro soup when they first interact with PHP's source code.

Moreover, this reduces some of the macro expansion hell when they appear in compiler warnings.

Deprecate zend_atol() / add zend_ini_parse_quantity() (#7951)
Add zend_ini_parse_quantity() and deprecate zend_atol(), zend_atoi()

zend_atol() and zend_atoi() don't just do number parsing.
They also check for a 'K', 'M', or 'G' at the end of the string,
and multiply the parsed value out accordingly.

Unfortunately, they ignore any other non-numerics between the
numeric component and the last character in the string.
This means that numbers such as the following are both valid
and non-intuitive in their final output.

* "123KMG" is interpreted as "123G" -> 132070244352
* "123G " is interpreted as "123 " -> 123
* "123GB" is interpreted as "123B" -> 123
* "123 I like tacos." is also interpreted as "123." -> 123

Currently, in php-src these functions are used only for parsing ini values.

In this change we deprecate zend_atol(), zend_atoi(), and introduce a new
function with the same behavior, but with the ability to report invalid inputs
to the caller. The function's name also makes the behavior less unexpected:
zend_ini_parse_quantity().

Fix -Werror=sign-compare warning in zend_memnistr (#8042)
`error: comparison of integer expressions of different signedness: ‘size_t’ {aka
‘long unsigned int’} and ‘long int’ [-Werror=sign-compare]`

This is asserting `end >= haystack` as a precondition for callers (in debug
builds) and existing callers are correct.

An alternate option is to cast the left side to `int64_t`, but that may be
slightly inefficient for 32-bit builds.

Optimize stripos/stristr
Closes GH-7847
Closes GH-7852

Previously stripos/stristr would lowercase both the haystack and the
needle to reuse strpos. The approach in this PR is similar to strpos.
memchr is highly optimized so we're using it to search for the first
character of the needle in the haystack. If we find it we compare the
remaining characters of the needle manually.

The new implementation seems to perform about half as well as strpos (as
two memchr calls are necessary to find the next candidate).

26e424465c Fix bug #81598: Use C.UTF-8 as LC_CTYPE locale by default
Unfortunately, libedit is locale based and does not accept UTF-8
input when the C locale is used. This patch switches the default
locale to C.UTF-8 instead (if it is available). This makes libedit
work and I believe it shouldn't affect behavior of single-byte
locale-dependent functions that PHP otherwise uses.

Closes GH-7635.

067df26344 Use memrchr() when available
On x86_64 glibc memrchr() uses SSE/AVX CPU extensions and works much
faster then naive loop. On x86 32-bit we still use inlined version.

memrchr() is a GNU extension. Its prototype  becomes available when
<string.h> is included with defined _GNU_SOURCE macro. Previously, we
defined it in "php_config.h", but some sources may include <string.h>
befire it. To avod mess we also pass -D_GNU_SOURCE to C compiler.

Add upper case functions to zend_operators.c and use them (#7521)
Add a family of upper case conversion functions to zend_operators.c,
by analogy with the lower case functions.

Move the single-character conversion macros to the header so that they
can be used as a locale-independent replacement for tolower() and
toupper().

Factor out the ugly bits of the SSE2 case conversion so that the four
functions that use it are easy to read and processor-independent.

Use the new ASCII upper case functions in ext/xml, ext/pdo_dblib and as
an optimization for strtoupper() when the locale is "C".

604848188b Add additional double to string APIs
zend_double_to_str() converts a double to string in the way that
(string) would (using %.*H using precision).

smart_str_append_double() provides some more fine control over
the precision, and whether a zero fraction should be appeneded
for whole numbers.

A caveat here is that raw calls to zend_gcvt and going through
s*printf has slightly different behavior for the degenarate
precision=0 case. zend_gcvt will add a dummy E+0 in that case,
while s*printf convert this to precision=1 and will not. I'm
going with the s*printf behavior here, which is more common,
but does result in a minor change to the precision.phpt test.

Remove zend_atoi() (#7232)
It's the same as (int) zend_atol() -- it doesn't try to do anything
integer size specific. Canonicalize to one function in preparation
for renaming zend_atol() to something less misleading.

FFI test is adjusted to use a zend_test function. It just calls
zend_atol() internally, but could really be anything.

3e01f5afb1 Replace zend_bool uses with bool
We're starting to see a mix between uses of zend_bool and bool.
Replace all usages with the standard bool type everywhere.

Of course, zend_bool is retained as an alias.
