The main purpose of this is to better handle the API difference and add
an inital work to separate PHP and OpenSSL logic. This is really just
the first step and further changes are coming after that.

This syncs few inconsistencies between the Windows and Autotools build
systems:
- HAVE_OPENSSL_EXT is now defined in the same style on both systems
(undefined - extension is not available, defined to 1 - extension is
available)
- HAVE_OPENSSL removed as it was only defined on Windows
Bumps the minimum required OpenSSL version from 1.0.2 to 1.1.1.
OpenSSL 1.1.1 is an LTS release, but has reached[^1] EOL from upstream. However, Linux distro/OS vendors
continue to ship OpenSSL 1.1.1, so 1.1.1 was picked as the minimum. The current minimum 1.0.2 reached
EOL in 2018.
Bumping the minimum required OpenSSL version makes it possible for ext-openssl to remove a bunch of
conditional code, and assume that TLS 1.3 (shipped with OpenSSL 1.1.1) will be supported everywhere.
- Debian buster: 1.1.1[^2]
- Ubuntu 20.04: 1.1.1[^3]
- CentOS/RHEL 7: 1.0.2
- RHEL 8/Rocky 8/EL 8: 1.1.1
- Fedora 38: 3.0.9 (`openssl11` provides OpenSSL 1.1 as well)
RHEL/CentOS 7 reaches EOL mid 2024, so for PHP 8.4 scheduled towards the end of this year, we can safely
bump the minimum OpenSSL version.

The error happens when the PEM contains a public key, as it will be
first tried to be parsed as a certificate. The parsing as a certificate
fails, which then leads to a corresponding error tracked by PHP with
the next call to php_openssl_store_errors().
This change introduces an error marking to be able to reset the stored
errors to the state before trying the certificate.

This function works in exactly the same way as openssl_cipher_iv_length
but for a key length. This is especially useful to make sure that the
right key length is provided to openssl_encrypt and openssl_decrypt.
In addtion the change also updates implementation of
openssl_cipher_iv_length and adds a test for it.
With OpenSSL 3 ciphers may be registered, but not provided. Make
sure that openssl_get_cipher_methods() only returns provided
ciphers, so that "in_array openssl_get_cipher_methods" style
checks continue working as expected.

This patch removes the so called local variables defined per
file basis for certain editors to properly show tab width, and
similar settings. These are mainly used by Vim and Emacs editors
yet with recent changes the once working definitions don't work
anymore in Vim without custom plugins or additional configuration.
Neither are these settings synced across the PHP code base.
A simpler and better approach is EditorConfig and fixing code
using some code style fixing tools in the future instead.
This patch also removes the so called modelines for Vim. Modelines
allow Vim editor specifically to set some editor configuration such as
syntax highlighting, indentation style and tab width to be set in the
first line or the last 5 lines per file basis. Since the php test
files have syntax highlighting already set in most editors properly and
EditorConfig takes care of the indentation settings, this patch removes
these as well for the Vim 6.0 and newer versions.
With the removal of local variables for certain editors such as
Emacs and Vim, the footer is also probably not needed anymore when
creating extensions using ext_skel.php script.
Additionally, Vim modelines for setting php syntax and some editor
settings has been removed from some *.phpt files. All these are
mostly not relevant for phpt files neither work properly in the
middle of the file.
The $Id$ keywords were used in Subversion where they can be substituted
with filename, last revision number change, last changed date, and last
user who changed it.
In Git this functionality is different and can be done with Git attribute
ident. These need to be defined manually for each file in the
.gitattributes file and are afterwards replaced with 40-character
hexadecimal blob object name which is based only on the particular file
contents.
This patch simplifies handling of $Id$ keywords by removing them since
they are not used anymore.
Add an optional argument to openssl_pkcs7_verify to save the P7B
structure which can contain extra CA intermediate certificates send
along with an S/MIME signed email.
Introduce a new function called openssl_pkcs7_read, which can read a
PKCS#7 structure passed as a string and returns by reference an array
with PEM certificates formatted as a string.

Fix#69882: OpenSSL error "key values mismatch" after openssl_pkcs12_read with extra certs
The "key values mismatch" error is triggered in openssl_pkcs12_read by
PKCS12_parse, because it uses X509_check_private_key to separate main
certificate (which corresponds to private key) from extra certificates.
Extra certificates usually comes first (p12 contents are reversed as
stack) and X509_check_private_key triggers X509_R_KEY_VALUES_MISMATCH
error.
The fix pops "key values mismatch" error from OpenSSL error stack for
each extra certificate if there are any.
- All streams-related code now lives in xp_ssl.c. Previously
stream code was split across both openssl.c and xp_ssl.c
- Folded superfluous php_openssl_structs.h into xp_ssl.c
- Server-specific options now set on SSL_CTX instead of SSL
- Deprecate SNI_server_name ctx option
- Miscellaneous refactoring
