Christoph M. Becker a621781fdb Fixed bug #69768 (escapeshell*() doesn't cater to !)
When delayed variable substitution is enabled (can be set in the
Registry, for instance), !ENV! works similar to %ENV%, and so ! should
be escaped like %.
