[ruby/openssl] ssl: add SSLContext#sigalgs= and #client_sigalgs=
Add methods for setting supported signature algorithms, corresponding
to SSL_CTX_set1_sigalgs_list() and SSL_CTX_set1_client_sigalgs_list(),
respectively.
