Subject: [PATCH] ZJIT: run `zjit-test-all` on CI with seed (#13912)

ZJIT: run zjit-test-all on CI with seed

ZJIT is still unstable and can crash intermittently running with Ruby
tests. Adding a seed to avoid flakiness while we work on stability.
