Among functions named ossl_*_new(), ossl_pkey_new() is now the only one
that takes ownership of the passed OpenSSL object instead of making a
copy or incrementing its reference counter. Rename it to make this
behavior easier to understand.

Drop support for OpenSSL 1.0.2. It has reached upstream EOL in 2019-12.
Most distributions that shipped with OpenSSL 1.0.2 have also reached
EOL, or provide a newer version in the package repository:
- RHEL 7 (EOL 2024-06)
- Ubuntu 16.04 LTS (EOL 2021-04)
- Amazon Linux 2 (EOL 2026-06, but OpenSSL 1.1.1 can be installed via
the openssl11{,-devel} package)

Update the references to the file "LICENCE" with "COPYING".
The file LICENCE doesn't exist in ruby/ruby nor ruby/openssl. This has
been always the case since OpenSSL for Ruby 2 was merged to the ruby
tree as a standard library in 2003.
In OpenSSL for Ruby 2's CVS repository[1], the LICENCE file contained
an old version of the Ruby License, identical to the COPYING file that
was in Ruby's tree at that time (r4128[2]).

The vast majority have no reference so it's just a matter of setting the flags.
For the couple exception, they have very little references so it's
easy.

The entire ENGINE API is deprecated in OpenSSL 3.0 in favor of the new
"Provider" concept.
OpenSSL::Engine will not be defined when compiled with OpenSSL 3.0.
We would need a way to interact with providers from Ruby programs, but
since the concept is completely different from the ENGINE API, it will
not be through the current OpenSSL::Engine interface.

On Debian 9 (“stretch”) the `OPENSSL_NO_STATIC_ENGINE` macro is not
defined, which causes all the `#if HAVE_ENGINE_LOAD_…` directives to
fail with `error: 'HAVE_ENGINE_LOAD_…' is not defined, evaluates to 0
[-Werror,-Wundef]` while building TruffleRuby.
We can accomplish the same thing with `#ifdef`, which (of course) works
fine when the `HAVE_ENGINE_LOAD…` macros are also undefined.
Upstreamed from oracle/truffleruby#2255, which fixed
oracle/truffleruby#2254.

This fixes `make test-all TESTS=openssl` with OpenSSL master.
* test/openssl/test_x509name.rb: Don't register OID for 'emailAddress'
and 'serialNumber'. A recent change in OpenSSL made OBJ_create()
reject an already existing OID. They were needed to run tests with
OpenSSL 0.9.6 which is now unsupported.

ossl_make_error(). This prints errors in the OpenSSL error queue if
OpenSSL.debug is true, and clears the queue.
