* Avoid referencing IOGate from IOGate classes
The only time those classes being used is when themselves being the IOGate.
So when referencing to IOGate, it's better to use `self` instead.

In the latest readline (8.2), page-up and page-down are bound to
history-search-backward and history-search-forward by default.
We would like reline to have the same default behavior.
- Obviously, `tim` is a typo for `time`
- This didn't cause an exception because IO#raw is implemented in C and it doesn't check the keyword of the parameters
- Though this typo doesn't produce any problems for now, I think it should be fixed just in case for the future
- I've used this fixed version of Reline with IRB for several days and didn't find any new problems due to the fix
- But I myself am not sure how to make sure this fix is completely robust

If `$TERM` is `vt102`, there are no `kend`, `khome`, `civis`, or `cnorm` in capabilities.
`TerminfoError` is raised in `Reline::Terminfo.tigetstr(capname)`, so it is rescued if it does not exist.

When running irb 1.2.1 (2019-12-24) with frozen-string-literal enabled, it crashes in reline with `can't modify frozen String (FrozenError)`
Steps to reproduce:
`RUBYOPT="--enable-frozen-string-literal" irb`
IRB uses Reline's 3 dynamic real-time callbacks with calling Ripper;
output_modifier_proc, prompt_proc, and auto_indent_proc. These processing
times make the paste time too long.

The command prompt on Windows always uses Unicode to take input and print
output but most Reline implementation depends on Encoding.default_external.
This commit introduces an abstracted structure about the encoding of Reline.
The old version of cursor_pos discards the input buffer, which made IRB
ignore the input immediately after IRB is invoked.
This change keeps the input before cursor_pos by using ungetc.
