This gets the specs passing, and handles the fact that we expect
checkums to be pinned only to a particular source
This also avoids reading in .gem files during lockfile generation,
instead allowing us to query the source for each resolved gem to grab
the checksum
Finally, this opens up a route to having user-stored checksum databases,
similar to how other package managers do this!

Windows paths do not start with a slash, so we add an extra slash to
separate the host from the path in file:// urls. Otherwise "D:" is
parsed as the host segment in the URI.
The path for those URLs now starts with "/", so we ignore that leading
character when using the URI's path.
This reduces Windows CI spec failures from 429 to 355.

rubygems 2.7.x depends bundler-1.15.x. This is preparation for
rubygems and bundler migration.
