Override AC_C_PROGRAM on old autoconf

Autoconf 2.69 fails to detect `-Werror=old-style-definition` due
to the old style definition of `main`.

refactor split configure.ac into files
...
This does not (yet) change anything. The generated configure file
is the identical to previous one (except several empty lines added
and deleted).
