unsigned int; GB18030 uses MSB. Also note that OnigCodePoint
is defined as uisigned int.

guaranteed to be resolved as 127.0.0.1. But a SSL
certificate needs a socket to listen on a specific address
where a CN resolves to. On situations where localhost is
not 127.0.0.1, these tests are not possible.

When external encoding is not specified, it uses default external
encoding. But it depends the environment. So specify as UTF-8 for
environments whose locale is not UTF-8.
