This spec is specifically testing for the case where there's no
`Gemfile.lock` file and it's only doing the expected thing because the
`bundle install` command is silently failing. Remove the `bundle
install` to reduce confusion.

I faced a big issue about Bundler with ruby core.

after official release from bundler team.

rubygems 2.7.x depends bundler-1.15.x. This is preparation for
rubygems and bundler migration.
