There are several issues with these which I'm not sure I'll have time to
address properly. I prefer to keep our default branch in a releasable
state just in case. Once they are fixed, this can be reverted.
We now run specs against a single version, so I prefer to keep a single
branch. Once we bump the major version, this will need very little
updates, and that seems fine.

Since now every functionality that changes in Bundler 4 is under a
setting, we can enable that setting to test the new functionality,
without having to run our full CI twice.
This can actually be seen as increasing coverage, because Bundler 4
functionality will now be tested on Windows, MacOS, or any other
environment where previously "Bundler 4 mode" was not running.

This gets the specs passing, and handles the fact that we expect
checkums to be pinned only to a particular source
This also avoids reading in .gem files during lockfile generation,
instead allowing us to query the source for each resolved gem to grab
the checksum
Finally, this opens up a route to having user-stored checksum databases,
similar to how other package managers do this!

When testing under the ruby/ruby setup, mkmf.rb needs to the `$extout`
global variable set properly.
This is because, in this particular case, the `ruby.h` header needed to
compile extensions is constructed from
`$(extout)/include($arch)/ruby/config.h` but `$extout` is not set by
default.
I tried to fix this in mkmf.rb itself but I couldn't figure it. But
setting it externally to workaround the issue fixes the specs, so I'll
start with that. Also setting it externally causes issues when running
specs upstream against Ruby 2.3 (I guess because of some difference with
Ruby 2.3 mkmf.rb implementation). So I'm avoiding doing it on Ruby 2.3 to
woraround that.

We want to update the original repo, not a fresh one.
This went undetected because the `git commit` command inside the
`update_git` method ignores failures, and in this case it was failing
because all files are untracked in the new repo.
I will fix that later but for now fix the typo.

TSort was released as a library so we can install it, and also other
gems that are loaded by the spec. Also, Ruby on Windows apparently loads
fiddle 1.0.6, so we need to also install that to make that not fail.

The problem was that `bundle clean` is crashing under some conditions.

My diagnosis was that sometimes (when the bundle includes git sourced gems with extensions), it assumes that some paths exist, but they don't.

My fix is to ignore those paths.
### Why did you choose this fix out of the possible options?
I chose this fix because it fixes the issue.

It break the examples of bundler. Because some examples detect the
different version of system ruby than test target version like trunk.
