This patch adds `--target-rbconfig` option to specify the rbconfig.rb file
for the deployment target platform. This is useful when cross-compiling
gems. At the moment, this option is only available for `extconf.rb`-based
extensions.

The `test_build_extensions` make assumptions about return value of
`Gem.install_extension_in_lib`. Givent that RubyGems allow to override
this method via `defaults.rb` / `operating_system.rb`, this test might
not always pass. This change makes sure that the
`Gem.install_extension_in_lib` is predictable.

This test skipped sometimes due to failure to load 'rake/packagetask'.
This is due to manipulation of $LOAD_PATH by other rubygems tests. If
rake is loaded before any rubygems tests run, then it works fine.
To reproduce the skipping behavior:
$ make test-all TESTOPTS="-j6 --test-order=sorted test/rubygems/test_*.rb"
This changes "test/rubygems/test_case.rb" to "test/rubygems/helper.rb",
and "test/rubygems/test_utilities.rb" to "test/rubygems/utilities.rb".
The two files are a helper for tests, not test files. However, a file
starting with "test_" prefix is handled as a test file directly loaded
by test-unit because Rakefile specifies:

t.test_files = FileList['test/**/test_*.rb']
```
Directly loading test/rubygems/test_utilities.rb caused "uninitialized
constant Gem::TestCase". This issue was fixed by
59c6820971, but the fix caused a
"circular require" warning because test_utilities.rb and test_case.rb
are now requiring each other.
Anyway, adding "test_" prefix to a test helper file is confusing, so
this changeset reverts the fix and solve the issue by renaming them.

GNU make in MSys is localized to use UTF-8 while Ruby's filesystem
encoding is set to OEM CodePage (e.g., CP932 in Japanese Edition),
the read output from the make has broken encoding and results in
"invalid byte sequence" errors. As `DESTDIR` is set to a US-ASCII
7bit clean string, matching as binary encoding should have no
problems.

disable to `.gemrc` configuration.
