Users should be able to upload custom emojis to their accounts.
Users should be able to toggle a setting to make their emojis public for other people to copy them to their accounts.
Copying an emoji from another user counts against the accounts limit.
If the original creator of an emoji deletes the emoji, all accounts which copied the emoji also lose it.

Proposed limit: 25 Emojis in free tier
