The user should be able to send embedded gifs in chats, have a gif picker and gif collections.
Will use KLIPY for gifs. Senden proxies gifs and caches them for saving bandwidth & not hitting api limits.

Scope of this ticket changed quite a bit. Instead of KLIPY, senden will use https://gifli.pictures which will also be developed as a separate project due to privacy concerns with KLIPY
